Aviva Premiership, Pro12, Top14, ITM Cup, Nz & Aus Super Rugby teams. This means besides the 5 south africans Super Rugby sides that are unlicensed. Most of the major rugby clubs and players in the world are licensed. All RWC11 has is the world cup license, no license for the host country or stadium, and on the 20 world cup teams, only 10 as so far been licensed.
Ignorance of the sport of Rugby is not an excuse to write crap.

Can't you read the paragraph above that that mentions the world cup? It's very clear to anybosy that the "official licensing" mentioned in the para you quoted means the world cup official licensing.
My apologies, "official licensing" in that instance referred to the World Cup licensing, which as you may have read was referenced at the very start of the article. It should be clear from the context, but I can understand how some may have struggled to understand that. I have tweaked the paragraph so it is a little bit more obvious. Hope this solves your problem.
After a second read I realised I made the error in judgement, I'm really impressed with the game trailers and want to get my hands on it. There's already tournment talks around my office with a few Welsh wanting to have a grudge match or two with the English.
